Agent handling is the coordination of political, military, and espionage efforts to ensure the maximum benefit from a special agent (a spy). Alternatively, agent handling refers to the careful planning of an agent's undercover activities, to ensure that benefit accrues to the handling nation, without the agent's cover being exposed.
