42 U.S.C. § 1983, popularly known as "Section 1983," is a federal law that allows lawsuits for violations of constitutional rights.

Section 1983 establishes a cause of action for any person who has been deprived of rights secured by the Constitution or laws of the United States by a person acting under colour of state law. A plaintiff must prove that (1) that the conduct was committed by a person acting under color of state law and (2) that as a result of this conduct plaintiff was deprived of rights, privileges or immunities secured by the Constitution or the laws of the United States.

The first requirement is known as the state action requirement. Plaintiff must prove that conduct was "fairly attributable to the state," and attribution is limited because it "preserves an area of individual freedom by limiting the reach of federal law and federal judicial powers." Lugar v. Impressionism was an art movement of the 19th century that began in Paris. It is characterized by a light colour scheme and noticeable brushstrokes. Impressionist painters focused more on the feeling of a picture rather than details. If you were to look closely at an impressionistic painting it would look more like thousands of random brushstrokes all across the canvas. But once you step back all the strokes come together and make a beautiful piece of art. The most famous impressionist artist was Claude Monet. Other famous impressionists included: Edouard Manet, Pierre Auguste Renoir, Paul Cezanne, Edgar Degas, Vango and Mary Cassatt. This new style also spread to music and literature.

Though writing marked the beginning of recorded history, art also played an important part. Art helped historians understand more about the way ancient people dressed, what they treasured most, and their everyday living. Since there was not much of an art history to look back on it was easy for different ancient cultures to have their own creative take on art.
The Egyptians were one of the greatest lovers of architecture and sculpture. In their paintings they cared more about the accuracy of their drawings rather than the colour.
The Mesopotamians created a series of tiles that when placed together would form an image, generally displaying the link between the gods and their kings. The Babylonians practiced all the Mesopotamian arts and excelled in brightly coloured glazed tiles, used to create relief sculptures.
The Sumerians made tiny carvings in lapis, ivory and limestone. A royal grave in Ur depicted a wheeled cart or chariot in bitumen, a sort of mosaic with engraved drawings.
In ancient art there are many examples of great battles, celebrations, and how they mourned their dead. In the different ancient cultures they applied various media to tell their stories.
