Bush then established the Department of Homeland Security to coordinate federal agencies working to prevent terrorism. The President appointed [[Pennsylvania]] [[Governor]] [[Tom Ridge]] to the office. In October President Bush signed into law the U.S. [[Patriot Act]], which allowed authorities to obtain a signal nationwide search warrant that could be used anywhere on suspected terrorists.
